Background
The decision to change the on-street parking arrangements was first made by Council after receiving the 13 August 2009 report Byron Bay - Angle Parking and Other Traffic Demand Management Measures.
The report outlined benefits of the changes, such as consistency within the town (ie one angle) and assistance with traffic flow. Moreover, front to kerb, 45 degree parking is a more commonly (and standard) approach to angle parking within NSW. Other benefits detailed further within the report include reduce exhaust emissions onto the footpath and for on street dining and congregating; reduce motorist confusion (as vacant car parking space is more visible to approaching motorists); reduce likelihood of vehicle impact with kerb and gutter, footpaths and footpath obstacles, etc; and improved pedestrian safety.
Council accepted most of the 13 August 2009 report recommendations subject to the endorsement of the Local Traffic Committee (LTC).
Council resolution
LTC endorsed the changes which were undertaken following the 22 October 2009 report to Council (available within the meeting Agenda) and in accordance with the subsequent resolution 09-883.
09-883 Resolved:
- That the parking arrangements as detailed in 'Table 2: Proposed Town Centre Parking Arrangements' be implemented for the Byron Bay Town Centre.
- That the two parking spaces for people with disabilities currently located on the northern side of Lawson Street, east of Jonson Street, be relocated to the southern side of Lawson Street, west of Fletcher Street.
- That Council paint centre of road markings, as median islands in the following locations:
- Lawson Street from Jonson Street to Middleton Street
- Fletcher Street from Bay Street to Lawson Street
- Fletcher Street from Byron Street to Marvel Street
- That the implementation of the angle parking changes to the Byron Bay Town Centre be carried out following the 2009/10 summer holiday period.
